The refs are calling that a personal foul in Louisville, from what I've been told by a ref and have seen on two occasions.

They probably would have thrown the flag if the kid had of left his feet and launched, but he never left his feet and looked to be a shoulder to shoulder hit without leading with his helmet...

I would agree if he led with his head or launched. Even with all the rules there are still just blocks that can be within the rules that are dangerous. I think it was just a good block and fortunately the kid did get up. Though I don't know his injury or status he was able to walk off field.

They don't have to be helmet to helmet. Not trying to argue. But if you watch the rules clinic that same type of hit was showed as a penalty. Just saying.
