Some devices can track via WiFi and don't need GPS. I'd think there would be an abundance of WiFi hot spots on a college campus...maybe these particular ones can't or don't track location but that wouldn't be much of a leap if a school wanted to.

I can see some Overly Aggressive Human Resources up and comer decide these would be good for everyone in their company to wear. Under the guise of tracking fitness.

Some companies give incentives to use the Fitbit and track the steps. Saves on insurance, employees are in better shape so miss less work.

The fitbit app that you download to your phone uses your phone's GPS.

The only fitbit's that have a built in GPS are the two high-end models, the Blaze and the Surge.

My friend has one and had it on when we were duck hunting. The outboard motor shook his hand when we were driving the boat and it read he took 1800 steps and he never left the boat.
