December 13, 201510 yr I understand the heart strings to the bill. But why is a taxpayer in Kentucky or Ohio on the hook for a municipal employee of New York ?

I think that in the case of 9/11, our first responders were serving the role of a national force. First responders from every state participated. Every state sent, or their first responders volunteered in the effort. It wasn't as if only NYFD and NYPD have been affected. It was a national crisis, I equate them to our military veterans.
