15th Region Referee Passes Away

It is with heavy heart I report that long time 15th Region Referee Steve Keene lost his battle with caner yesterday at his home. Mr. Keene officiated many sports in the 15th Region and resided from the Phelps area of Pike County. His obituary and arrangements are listed below as many of his fellow referees will be pallbearers. Prayers for the family.


Stephen Brian Keene, age 53, of Phelps, KY, departed this life on Tuesday, September 1, 2015 at his residence. He was born June 6, 1962 in Williamson, WV, the son of Franklin “Jack” Keene and the late Janice Largent Keene. He was the grandson of the late Thomas and Elsie Seale Largent and Malcolm and Bessie Johnson Keene.


Steve worked for many years at Race Fork Coal in Hurley, Virginia, and for New Ridge Mining in Kimper, Kentucky. In partnership with his brother, he owned and operated Jo-Mart Convenience Store for five years. He was also employed by Mining Materials and Walters Toyota for short periods. He was a lifetime member of the Majestic Church of Christ. Steve was a KHSAA official referee in both basketball and football for many years. His love for sports lead him to coach girls and boys basketball and girls softball. In 2014 he was honored to officiate in the girl’s state tournament.


Steve is survived by his loving wife of 32 years: Rita Meade Keene of Phelps, KY; one daughter: Morgan Keene of Teays Valley, WV; one sister: Stephanie Hall of Phelps, KY; one brother: Jamie (Angie) Keene of Richmond, KY; his dad: Franklin Keene of Phelps, KY, along with a host of nieces and nephews who he dearly loved.


Funeral services will be conducted at 1:00 P.M. Saturday, September 5, 2015 at the Jones & West Funeral Home in Phelps, KY with Reverends Marshall Daniels & Don Myers officiating.

Burial will follow in the Mountain View Memory Gardens, Huddy, KY, with fellow referees: Mike Hall, Jimmy Cecil, Wendell Wallen, Dale Conn, Jonathan Bogar and Tyrone Fields; as well as nephews: Jairus and Jordan Hall serving as pallbearers.


Honorary Pallbearers: Paul Ray Charles, Marcie Charles, Libby Maynard, Janie Wilson, Freddie Dotson, and Macky Norman.


Visitation will begin at 6:00 P.M. Thursday at the funeral home chapel with special services Friday evening at 7:00 P.M.


Arrangements are under the direction of the Jones & West Funeral Home of Phelps, KY.
