January 5, 201511 yr You read the Louisville Courier-Journal this weekend? Huge article on jailers. Kentucky is the only state in which it's an elected position and 41 counties have jailers and no jail. That article coincided nicely with the Al Cross coulmn about the perceived legal and illegal corruption in the three branches of government of the several states. Needless to say, Kentucky did not fare well.
January 6, 201511 yr Two constitutional changes I can think of, the Governor and Lt. Governor are elected as a team, not separately and the Commissioner of Education is no longer an elected position. Our 1891 Constitution needs some more updating. I can see Gov Lt Gov running together that's fine. I think the Education Commish needs to be elected but would we just be electing who the teachers union said to elect? They have a bigger vested interest than any other group that would spend money on that election.

But, how can paying someone $69K (for example), to do very little, if anything, be looked at as saving money for anyone? If they had duties that were commensurate with their salary, I could understand. If, as JD describes, those duties are minimal, but needed, the salary should be appropriate. If the jailer has NO duties, it's a waste of money, despite being less than what it would cost to have a jail and run it.

I'd say that some without jails do more than others. I actually agree with whoever said that giving that money to a Sheriff to hire deputies sounds like a good idea.
January 6, 201511 yr I was going by the article and Jumper Dad's description. Transporting Prisoners at all hours of the day and being on call to do that 24/7 is quite a bit to take care of. Anytime someone is arrested in many of those counties the jailer is responsible for transporting them to the jail in the next county over after the police are done with them.

Been that way since the Ky Constitution was amended back in 1992 (I think that was the year).
