In this case, owner's permission means nada, as that is not going to get this guy out of a ticket.

And there is legal parking on the street just a few feet further away from the building in the picture.

This was during business hours and handicapped spaces are handicapped spaces 24 hours a day in KY.

Not really, I am pretty discrete so I don't draw a lot of attention. I did this from inside the double doors on the building so I doubt anyone saw me.

Gotcha....Was just curious if any of the owners of vehicles you've captured have ever caught you in the act and what their reactions were.
