Another scene is from the wire and involves Sgt. Carver standing on a car giving a hilarious speech to a kid that just ran from him.

The West Wing - Closing scene from "Take this Sabbath Day", an episode about the president debating whether or not to commute a death sentence Those are pretty high up my list of favorite shows ever; I could probably go on forever with great scenes from those.
