I don't think it's fair to blame either of them individually for 9/11. Collectively, the US Presidency shares the blame.

I agree that we probalby haven't handled our affairs in that part of the country very well but I still ultimately blame the terriost for 9/11. They hate us but are never too proud to accept our help when it benefits their needs. The only reason the Afgans aren't speaking Russian right now is because of us. But I also realize we have our own motives in all we do.

March 1, 200719 yr First of all, as to the bolded part of your post, I have no way of knowing the answer to the question so I won't guess. But I bet you don't know the answer either. Sorry, I'll use the word 'think' next time ,although I'd say it is a pretty safe assumption.
