I think there are two questions - what should the rule be and what is classy?

The rule? As long as that person with the walkie talkie is not in an area the general public couldn't post up at, I think it would be fine.

Classy? No, not at all. Scouting has it's place in the game but that is taking it too far in my opinion.

IMHO that's too much.  I think the appropriate response would have been for the athletic director to ask him to move.  If he didn't I'd contact the KHSAA the next day.

Well I’d say the AD wouldn’t ask as it benefited his school.

In that case the AD from the visiting school should have approached the AD from the home school.

Per NFHS Rules, that is illegal and should result in a technical.  It is not explicit, but it does say:  “Electronic devices may be used on the player bench for coaching and statistical purposes only.”

Before that they were using two tin cans connected by a string. 

This is only acceptable at the University of Michigan.  

If they'd simply used text nobody would have known the difference.  Walkie Talkies are pretty obvious.  Maybe they just wanted to create a distraction.
