Officials aren’t assigned to a particular conference, all officials work all conferences, and Higgins continues to work hard and carry on.

Nope, they are hired by conferences. He does not work in the SEC very often.  He used to work in the big 12 but has had to expand to get games for some reason.

That is correct.  Most top officials are hired by multiple conferences (2 or 3 usually) and are reviewed annually as well as assessed and rated by coaches.  With the shortage of officials even at that high level (not nearly as bad as high school, but a consideration none-the-less) it says something when you can't get work where you once did.  

His act must have got old in the Big 12? He does not get many games in the SEC anymore.

Grab yourself a whistle and give it a try, then I doubt very seriously if you would downgrade Higgins again.

I am 74 and could do a better job than him if I could still run!!!

I have no doubt that Higgins is better than your average Joe on a sports website but compared to other professional officials on the collegiate level, the consensus seems to be he comes up short relatively speaking.

He works D1 basketball games every night, must be a little better than you are giving him credit for.

NM49 became a big fan of Higgins in the 2017 final four between UK and UNC.
