No one close yet. Actually Watusi technically had a correct answer in Hawaii but they only played 4 games against other states so they do not meet the minimum game requirement... which I just established. Just so you don't think he is all that Alaska was 0-1 so that would make them have the worst percentage.

 

Hint:

 

One state on the list you would think of as a "football state", one you would never think of that way.
