Now, perhaps our GOP brothers can explain the gap in the underfunding of the teachers retirement system going from 2.3 billion to 4.5 billion in the last three years and the state retirement system going from 650 million surplus to 700 million in the red, during this exact same time? To me, this looks very much like a case of owing $250,000 on a house that you are about to default on, and having $500 in a checking account - then telling your spouse that you have plenty of money for that vacation. This problem is systemic in almost all state governments and the federal government. It is part of the reason that I would love to see us elect people that will tell us the truth about our financial condition, as opposed to obscuring the truth in order to get elected. Frances

Frances How long has the retirement system been in debt and is it standard practice to include that amount in the budget? Do we have a $279M surplus because of accounting changes or do we have $279M surplus in the budget and the retirment debt is a separate issue?

As opposed to the federal budget where the current Social Security surplus is added to the budget? There is a typical debt balance from time to time but the amount of late is record level. Here is the problem. If it was fully funded, that balance would be earning a rate of return that We the taxpayers would not have to make up later on or help underwrite the increases in cost, health care, etc. The state retirement system had a surplus in 2003. As for those asking for a link, I will try and get one but you can find info on it on any site dealing with it specifically. Look, hats off for a surplus but I do not give much stock in the Waste, Fraud and Abuse administration as the creators of it.
