I read that Bauer had shook off the catcher 8 times prior to the pitch that he struck Votto out on. He said it was because he knows Votto is a smart hitter and would know his tendencies in every count. Therefore he had to figure out what to throw that Votto wouldn't expect.

 

I don't think it was any issue or history. Just a chess match (as Bauer called it).

Votto can say that after the game is over, but his reaction when he took the 3-1 strike was anything but that thought, pitch was right down the middle of the plate. He was kicking himself for taking it at the time. Again, it worked, he is the hero of the night. Had it not, he is saying something different.

Probably because he was looking for a different type of pitch and got fooled in spite of the location. He wasn't prepared for it and instead of taking a bad swing he took it.
