So many things wrong with this.

 

Tragic.

Some families are going to get paid, but that doesn't do anything for the loved ones they lost. Sounds like a lot went wrong with this project and it's only day 1 of the investigation into how this happened.

Why would an engineering company do a stress test on a partially finished footbridge, and not stop ALL traffic on the streets and pedestrian traffic below?

Bridge segment was in non-final configuration. The final configuration includes a cable-stay design. This temporary configuration was in basic long spanning truss configuration.

 

In this pure truss configuration the forces would be similar to a roof truss that are commonly used in buildings. The bottom span would be tension (trying to pull apart) and the top element would be in compression (squeezed like in a vice). The forces have to balance. To much tension stress and an element will tear apart. Too much compression on an element and that element will buckle. Both types of failure can cause full collapse.

 

Seems the civil engineers who have commented believe that one of the end diagonals was over compressed and failed. In the temporary configuration without the cable stay support these diagonals would have the transfer the tension force up to the 'roof' of the structure. These diagonals and the roof part of the bridge would all be in compression.
