It depends upon the age of those involved (some of the IM's, including one of the most nororious IMs the page was 18 years old.). It also depends upon where Foley and the recepients were located since the age of consent is different in different states. It also depends on what laws were in effect at the time in those states since laws relating to the internet are in a state of flux and the laws in effect now may be different than they were a couple of years ago when most of this appeared to have happened. The best I can say is that the IMs were probably illegal. Clinton has since admitted that he lied to the grand jury so we know he committed a felony.
