The fact that he even has the option to decline it is problematic.

 

He has the option, like any other citizen facing criminal exposure. That said, as a police officer there will ultimately be consequences if he fails to cooperate with the investigation. Outside of any potential criminal exposure, he could definitely lose his job and potential benefits he has earned simply as a result of his failure to cooperate and tell what happened in the investigation. That said, the fact that he has a union representing him would tend to work against that.
