If Stoops wasn't happy on that side of the ball then why is he the HC? He's a defensive minded coach. It's an indictment on him as a coach.

UKs defense was less awful when Stools announced he would be taking a more hands on approach to defense which was an unspoken way of saying he wasn't happy with how Elliot was executing his defensive philosophy which is the coordinators job so the head coach can focus on the big picture.
