Bin Laden is from Saudi Arabia but lived in many places and was exiled from Saudi Arabia so the terrorist wasn't just from Saudi Arabia. The court basically had to decide whether the government was likely enough to eventually prevail on the merits and the ban could continue in the meantime or whether there was enough possibility the government could lose and the ban would have to be paused until the case was settled. They concluded the latter, in no small part due to this administration's gabbing about banning Muslims. I suspect the government will eventually win the case, but they did themselves no favors with such an incompetently administered and ill-thought plan.

Was it a coincidence that this was filed in the 9th Circuit? Don't they have the distinction of being the most reversed court?
