Say he gets away. Next day he is positively identified sitting alone on a bench with nobody within 100' of him. Are the police allowed to bring in a sniper and smoke him on the park bench? He's already shown he is a threat by trying to commit murder with the car the previous day, right?

B - are still a threat? Check. If someone gets within the 100' circle and walks toward the violent actor, I presume you would admit he is still a threat. Until that time, do we just wait?

C - cannot be detained? Hmmm. I guess if they can summon a sniper, they can get enough cops to "encircle" him which is the 1st concession you have given to avoid "eliminat[ing] the threat."

 

What if he leaves the bench and starts to walk toward a kindergarten class out on a field trip playing with puppies before the sniper / "encirclers" can arrive? If you see no weapons on him, can you still shoot him before he approaches the kids / puppies because of his acts of violence the prior day?

He is a threat to the kids then you eliminate the threat, obviously you have other civilian lives to consider at well in how you go about eliminating said threat.

They just started a new program to imobilize suspects without hurting them , it's called " Hugs for thugs". We'll just love them into submission., after all everyone needs a hug.
