I don't know anything really about West Union or Holmes. Rowan is a possibility but I don't think Bourbon nor Fleming are.

I don't know what the answer is to the numbers now. I heard they could barely field 2 pee wee teams. If any of those drop out before H.S. They will be lucky to have 20 kids. It's going to take winning to generate interest for larger turnouts.

So sad to see Mason on such hard times, hope they can right the ship soon. I'll pass along what info I know on Bourbon in their thread.
