Just the way it is....if you have a consistent tool bag you have to spend time managing, instead of just running the game / tournament, then of course you would consider keeping them out. Simple economics of event management. In this case, it's not any reason, it's a demonstrated behavior that you are hedging against. (But it sounds like this person is going to get their second chance, so it's a moot point)

I get it if there is a pattern of past bad behavior, I just didn't feel it was right that a person could make a decision to keep someone out without some history to back it up. Thanks for info.
