The majority in Congress oppose his views on this issue. If he is dead in the water, why waste time and effort considering his nomination?

No. Not acting is one avenue they can choose when a nomination is made. Therefor, they are doing there job. Doing this does not tie them up in committee debating a dead issue.

There were two other nominees put forth buy Nixon and rejected by Congress prior to Blackmun. It looks like that entire process lasted about 6 months.
