OHSAA - New 2016 Competitive Balance Rules

Are the recent OHSAA rule changes consistent with its Mission?

Competitive Balance - The OHSAA has been studying this situation for almost 10 years. A competitive balance proposal was voted down by the schools in 2011, 2012 and 2013. The fourth version passed in 2014 and is supposes to go into effect the fall of 2016. There are 42 pages dealing with the 2014 Competitive Balance -

In a nutshell - High schools with multiple "feeder schools" will have to pick one to be its main “feeder school.” Students on a sports team from its feeder school will not be added to the school's enrollment. If a student comes from another feeder school where they have been a student since the 7th grade, he or she will count as 2 students for enrollment numbers. If the student has not been a student in another feeder school since the 7th grade, or if the student comes from a school outside the feeder school’s area, he or she will count as follows: 2 students for the sport of football, 5 students for the sports of volleyball, basketball, baseball and softball, and 6 students for the sport of soccer. One issue with the above formula is that some non-public schools do not have junior highs, but instead have k-8 schools. On average, these are smaller schools (because most junior high schools have a number of feeder schools that go to a combined junior high). Thus, a school system like the Dioceses of Columbus, will be greatly affected since its multiple feeder schools are K-8. Some have suggested school systems with only K-8 schools should open a school for 7th and 8th grade students. Some have suggested that schools might eliminate their freshmen or jv teams and replace them with an intramural program to avoid having those student athletes increase the school's enrollment number. Competitive balance could also cause some teams to cut marginal players to keep the numbers down.

Some interesting ideas to "level the playing field" being tried in Ohio.

What would Covington Catholic's feeder school be?

What would Covington Catholic's feeder school be?

Right now it seems to be the entire Diocese.

The assigned feeder schools include Pius, St Agnes, St Joe, and Blessed Sacrament. I'd imagine schools in Ohio like Elder and Moeller have multiple feeder schools. Not sure how you name just one.

I guess some public schools could have multiple feeder schools as well.

Generally, I'd say publics here have one maybe two. Of course Kenton County being open, it really doesn't matter. I know I've seen Brossart at one of Turkeyfoot's games.

The "maybe 2" would cause every kid from that school to get counted as 2 kids for enrollment purposes.

I'm surprised this hasn't received more comments. Are these new rules slanted against more highly populated areas where school choice is more feasible. If implemented in Kentucky would schools in Jefferson, Hardin, Fayette, Warren, Daviess, McCracken, Boyd, Kenton, Campbell, and Boone be disproportionately affected. Is that okay?

Would affect Bullitt County too, as all 3 high schools have 2 feeder middle schools each.

Elder might have 7 or 8 feeder schools that are k thru 8.. Not sure how I feel about this rule.

It would never happen in KY. Independent school districts and open enrollment county schools would be a headache. Also the Catholic schools would not want students switching to a chosen feeder school of their intended high school. One grade school could suddenly have 500 kids and the others 50. Then add in schools like private schools like Villa or Latin that have no feeder schools.

What difference would it make to Elder? They are already in the largest class in all sports.

Is it just me, or does this rule look like a complete FIASCO in the making?

Right now it seems to be the entire Diocese.

So Blessed Sacrament, St Agnes and St Paul?
