One that stuck out was Proposal 2 which attempted to make current privileges that girl basketball players have in attending college showcases during an open NCAA period at the end of September while boys do not get that option. Is this still fair that girls have the opportunity to attend a camp at the end of September while the cutoff will be end of Aug for boys? 09/17/2014 ? Proposal by Proposal Analysis of 2014 Annual Meeting Proposals | Kentucky High School Athletic Association PROPOSAL 2 – Is a proposal from Paul Laurence Dunbar High School on behalf of the Kentucky Association of Basketball Coaches. This proposal attempts to correct an inequity where girls basketball players have a fall exposure opportunity not available to boys basketball players, without opening up the fall to full scale outside play. The change would allow boys basketball players to attend a camp after school has started (and through August 31, or the first few days of September if August did not end on a Saturday). These exposure events are technically “camps” within the Division I regulations, and afford students a chance to attend a full day of activities at a potential school, with only that school’s coaches in attendance, and be evaluated against like-talented students. This allows for the recruiting possibilities for the student, without allowing other leagues and entities that do not serve the same mission and purpose as school-based sport. While there are proponents for total elimination of the rule, discussion with many administrators and coaches leads to a consensus that fixing this problem for boys will help with the inequity without changing the allowances for girls (the one weekend in September per NCAA women’s recruiting rules) and without causing further issues. Thoughts?
PurplePride92 Posted October 2, 2014 Posted October 2, 2014 With all of the time and effort spent on Title IX seems only fair to let the boys have the same opportunity as the girls.
wheelhouse Posted October 2, 2014 Posted October 2, 2014 I was just discussing this proposal with an Ohio showcase organizer/director who was conscientious enough to e-mail everyone in his database a warning that Kentucky (boy) players should not to sign up for his fall events -- naturally, he is hoping for a change. He also informed me that Kentucky is the only state where this rule exists. If that is so, does anybody know of the KHSAA's rationale for the rule? And while we're at it, how do Kentucky high school coaches tend to feel about it?

sweet16 Posted October 2, 2014 Posted October 2, 2014 Way overdue. I had to tell a kid a couple of weeks ago you can't go to an event. He asked why and I could only say because the rules say boys' basketball players can't go.

Hey Coach Q, I agree this is really hurtful for the kids in KY. Is this a new rule? I ask because kids from KY in the past have attended the John Lucas Midwest Fall Camp since it has been held in Louisville. I know last year several kids from KY who attended.

GoHardITP Posted October 2, 2014 Posted October 2, 2014 Is the proposal addressing showcase camps like the OH camp mentioned above or the John Lucas camp, or is it addressing the ability to go on an unofficial visit and join in any pick up game with current players at that school? I am trying to figure out if the rule today prohibits both once school starts and would it allow both if proposal is agreed upon? What would be penalty is a kid went on a visit to a school or a camp and actually played while there?

GoHardITP Posted October 3, 2014 Posted October 3, 2014 How is this not a Title IX issue? Not a title IX expert, but is it because that mandate addresses female inequities only? Since this is a reverse issue, Title IX likely does not have any bearing. Right or wrong, Title IX has produced some negative impact to boys or boy's sports in particular. Several less popular men's sports are practically extinct in college sports because of the need to fund more women sports. If a player participated in one of these camps, it would be interesting to see the KHSAA apply their penalty. I would have to believe that an appeal would stand a very good chance of success in the court system.

FWIW--- Bylaw 9 prohibits student-athletes who have been enrolled in grade nine who then play for a school from participating in outside organized competition from the first day of school through the end of the postseason. Instructional clinics and classroom sessions, as well as individualized instruction remain permissible as only the competition aspect is restricted by the rule. Keep in mind that student-athletes who have been enrolled in grade nine (9) and THEN have participated representing as school at any level are impacted by this rule, but not those ninth graders that have yet to participate after enrolling in grade nine (9). This rule, which applies solely to basketball and football, has an exception built-in for girls by the Board of Control, allowing one weekend (Friday through Sunday) where previously affected girls’ basketball players can attend and participate in organized play. For 2013-2014, the weekend that is exempt for the girls’ basketball players who would otherwise be subject to this restriction in Bylaw 9 will be released by the NCAA in August. Therefore, girls may attend events during the published weekend even if those events involve organized competition. During the 2011-2012 school year, the Board of Control discussed the disparity between the allowance for the girls and the lack of an allowance for the boys. Though the exception was originally granted as a means to give the girls participants some semblance of equity compared to the boy’s April period, that April period allowance for boys has now been sunset by the NCAA. Rather than delete the opportunity for females, the Board of Control concurred with the Commissioner’s recommendation to allow the same option for boys.

IMO the KHSAA shouldn't be able to tell kids what they can and can't do out of that sports season. They allow for fall baseball as well. As you said, the current rule has hurt KY kids.
Just Jim Posted October 4, 2014 Posted October 4, 2014 Has it ever happened where a player was suspended or anything before for this? Seems like about 5 years or so ago a player or 2 from (Dixie?) had to sit out a couple games for a suspension related to this.
