Hey Y'all, remember me ? I am the Resident that got on here way back, even before the investigation that lead to the Fairview Football ban from last seasons playoffs. I got on here and basically told everyone what was going on in Westwood. What Fairview fans that were on here then made me out to be some kind of lunatic, said that there was nothing to what I was saying and yada, yada, yada.

O.K., What happened ? I hate to come back on here but after yet another investigation I will say it. But, I TOLD YOU SO !

I guess that all will wait to see what comes out of this latest one. What is being reported has been going on for years out here. I don't seem to see any of the Westwood posters from last season on here now. Maybe they knew that I was telling the truth then like I am now. There is probably more to this latest round as well. After this I wouldn't be opposed to the State coming in and taking over the school now, that may be the only thing that saves it from going completely under.

I just wanted to say my feelings and yes, I admit to the "I told you so" directed at the adults that were calling me out. They know who they are.

The core issue stems from allegations the district recruited athletes for its winning football program and listed them as having Westwood addresses, although the students did not live in the district, according to the source.

 

That would result in the district receiving more state money than it was entitled to because the state uses attendance figures to calculate school funding at about $4,000 per student per year — and out of district students don’t qualify.

This is an OEA investigation, not a KDE investigation. Big, big difference. OEA is a legislative investigative source that has no authority to close a school, take over a school, or anything of the like. They simply investigate and report the findings and make recommendations. KDE can but most times never follows up. OEA has to investigate no matter what citizens complains, even if they think it is bogus. For example, a mad parent could say that the superintendent wouldn't by band uniforms when he/she promised they would or something as menial as that.

 

As a Superintendent, I had the OEA called a few times on me , board members, or school staff, as most every district has. Most of them are rumors and witch hunts. I never knew who reported it and never knew why until they showed up. I even didn't know who they interviewed or would interview. The report is public and not binding. It is public record and KDE, KHSAA or local law enforcement can act upon it or choose not to. This could have been one mad parent, staff member, or citizen just grinding an ax or it could be legit and the appropriate parties will act. Not one time in my years in education, did an OEA investigation lead to anything but frustration.

 

Generally, it is a complete waste of taxpayers $$ for the time and amount of work a district has to do to address the issue.

 

OEA has so many of these complaints, it usually takes 6 months to a year for them to get to it. Fairview's stuff may have been on their desk since September of last year.

Sounds pretty serious to me. I realize that OEA doesn't have the bite it had years ago, but this is a real hot-bed topic right now, and I wouldn't be surprised if KDE and the KHSAA doesn't open an investigation.

I wouldn't be surprised if the KHSAA wasn't the reporting party after they completed their investigation last year. They may have dug up more then they expected. That would partially explain why Fairview got the very harsh punishment for one ineligible player. That, and the nasty response they wrote to the KHSAA the year prior.

Isnt this similar to what got Nicholas Co in trouble a few years ago? Led them to have to pay back close to $300K in funds back to the state and had to let go every non tenured teacher in the District because of the fine.

I don't know who reported and no one will, but if I were to guess, it would be a disgruntled parent at Fairview or someone from a neighboring district. Maybe someone didn't like the decision KHSAA made and decided to go another route. I find it extremely unlikely KHSAA would report it to OEA.

 

It is a concern and serious is very relative. I always took the investigations serious, but I knew pretty quickly what they were looking for when they contacted me (always months later than the initial report) because I began an investigation myself. I was never found to be out of compliance, but if I would have been and taken immediate action and reported it to OEA and also any other agency where it would be applicable. Due to being in compliance, I had the information ready for them to take with them. They always interview the Supt.

Investigate allegations of wrongdoing of any person or agency, including but not limited to waste, duplication, mismanagement, political influence, and illegal activity at the state, regional, or school district level; make appropriate referrals to other agencies with jurisdiction over those allegations; and make recommendations for legislative action to the Education Assessment and Accountability Review Subcommittee. Upon acceptance by the subcommittee, recommendations for legislative action shall be forwarded to the Legislative Research Commission. The Office of Education Accountability shall submit to the subcommittee, for each of its regular meetings, a report that summarizes investigative activity initiated pursuant to this subparagraph. The subcommittee may consider each report as it determines and in its discretion. Each report, and the consideration thereof by the subcommittee, shall be exempt from the open records and open meetings requirements contained in KRS Chapter 61.

Didn't realize it was exempt from Open Records. So, no one will ever know what the exact allegations are and the findings at Fairview, could be sports or anything. The best route for actions on sports is to report it to KHSAA. May not like their findings and conclusions ,but it is really the only viable recourse for wrongdoings.

A good friend of mine was out around Westwood, Fairview football / baseball fields last week when he noticed Fairview working out. When he went over to watch them for a while he said that he couldn't help but notice several cars in their parking area with W.VA plates.

Was just a little surprised due to some reports that only one, maybe two WVA kids were on their team this season. Maybe people in W.VA just like to take a drive, watch a KY. H.S. team practice. :idunno: :smug:

I just don't understand it. Honestly, do they think they're gonna get away with it? The entire state of Kentucky knows about the WV kids coming in. Just plain stupid. That school is falling apart: kids, parents, administration, and everybody else involved.

Name them and I will give you there addresses. I played with everyone on the current team. And I know of one that lives in Ohio by choice. His parents are divorced and he lives with his mother who lives in Ironton. He has also been at Raceland his entire life. His sister graduated from Raceland as well at the age of 16. But if you say so, name them.
