You got my contribution to the thread right. That is for sure. I did enough waiting when I was on active duty. Drove me nuts. But at least I was getting paid to wait then.

I think you should get a polite 'reminder' of the $20 policy the first time - but no charge. And if your good for a 3-5 year probation period you should earn back your 'freebie'. But this sounds like it is targeted for people who are chronic no-shows or repeat offenders.
