Secondly, McLellan is probably thinking of 4.03 which states that on an INTENTIONAL WALK a catcher must have his feet in the box prior to release of the pitch. If he doesn't it's a balk ON THE PITCHER. In Welsh's scenario there is no way a balk could be called. The only thing that could happen is the catcher gets moving earlier than usual and interferes with the batter's swing at which point it's not a "Balk" or a "catcher's balk." It's catcher's interference. Read section 8 of Official Baseball Rules and tell me where it says anything about a catcher leaving early. It's only mentioned in 4.03 which is regarding an IBB.
