I want to say that in addition to the "no female" law, there's a limit of 1 child per family. I'll double check that...but I'm pretty sure.

Yep, I'm right. There's a limit of one child.

How is that possible?

Of course your population is going to shrink if you are only allowed one child, and girl babies are not wanted. Nobody left to give birth to the next generation.
