Do the Feds pull money from those that don't agree with the guidelines?
Not sure of many cases where shooting into a fleeing vehicle is necessary.
Although the supreme court did just rule in favor of a Trooper who did just that recently. The trooper was being sued for excessive force for shooting into a moving vehicle of a fleeing suspect who had threatened to kill any police officer he saw if they didn't terminate their pursuit. He tried disabling the vehicle by shooting it and instead killed the driver.
