IRS is a different situation. KHSAA could report their allegations to the IRS. It's up to the IRS whether or not they investigate. The KHSAA would have not be privy to any action taken or not taken by them.

i.e. require said family member to show bank statements(?)
I would not think that they have any.
Any change like this would require a change to the state tournament as well.
