January 17, 201115 yr KY State Lawmaker Lonnie Napier from Lancaster is proposing this idea. Is this a good or bad policy if passed? http://www.kentucky.com/2011/01/16/1600950/kentucky-lawmaker-wants-random.html
January 17, 201115 yr Author The lawmaker says he supports this policy to get people off of drugs. Will this really help get people off of drugs? I have my doubts.
January 17, 201115 yr I have no problem with this. Most people are subject to drug testing to get or keep their jobs. I don't see this as being any different. An expectation of keeping a job is to be drug free. Abn expectation of keeping your govenrment benefits is to be drug free.
January 17, 201115 yr I could get on board with this idea. I have a question, though. What do we do with children that have one or more parent test positive for drugs and thus, lose their welfare benefits?
January 17, 201115 yr Author Is it an unfair attack on the poor? Is this violating their constitutional rights to unlawful search and seizure?

January 17, 201115 yr Is it an unfair attack on the poor? Is this violating their constitutional rights to unlawful search and seizure? Why is lawful for me to get one for a job then?
January 17, 201115 yr Would this save money? How much would it cost to drug test each recipient every month? I would assume we would want to apply this to all welfare including UE benefits and food stamps.
January 17, 201115 yr Is it an unfair attack on the poor? Is this violating their constitutional rights to unlawful search and seizure? In 2003 the Michigan courts ruled that it was unconstitutional.

January 17, 201115 yr It's not certain how much the bill would cost the state, but Napier said there are more than 600,000 adult Kentuckians on welfare, and a drug test would cost about $30. If all recipients took a test, the cost would be at least $18 million. Read more: http://www.kentucky.com/2011/01/16/1600950/kentucky-lawmaker-wants-random.html#more#ixzz1BGLvq1aw
January 17, 201115 yr ^ Right but how much would it "save" for those that aren't going to be receiving benefits anymore.
January 17, 201115 yr Author Looks like Napier is saying that the random part of the testing would make it constitutional. Also said that since it would be random, the cost would be less than 18 MM. Wonder how many people they would test each year? Would a missed test be construed as a positive?
