The state adjustments due to local effort is the amount the state deducts from the district due to money raised within the district locally. As stated, Ft. Thomas is hit but not as bad as others. These additions are your own and have no real bearing on the situation. Not sure why you felt the need to shift this to a county vs. independent discussion. But the fact remains, SEEK needs to be thrown out. Simple enough?

As property values go up, state contributions go down. At the same time, state law prohibits tax increases of more than 4%. So, if values go up 10%, your schools lose 6%. It's as simple as that. If school districts like Beechwood were allowed to raise their taxes by more than the 4%, then we are right back where we were prior to 1990. If Ft Thomas would have closed one of their elementaries as was suggested by the state according to the state guidelines as the elected Katie Stine siged off on, there would be a lot more money in Ft Thomas Independent.

If you feel a transportation allocation to SEEK has no bearing to total funding when comparing districts, particular to such a large difference between districts, that is your choice not to accept. However, it does have bearing in showing the issues outside of the BGP world. SEEK will not be thrown out. And frankly, should not be thrown out. Accomidations to growth districts is the only change we will see.

I don't see where this takes into account the imbalance between what is contributed per student and what is returned. Am I missing something or is already in the net seek amount? Are you just working with the distribution end?

Let's face it, SEEK in it's current form is simply a welfare program and needs to be fixed. What are the states that are having success with education? Are there any? If so, how do they do things?

It is still in heavy consideration. Of course, we would have a lot more money if they RETURNED more of our own to us also. Therein lies the rub.
