Sounds like Boeing will be paying out a lot of money.

So who is most at fault here? It lists UPS, GE and Boeing. We've all heard of the troubles Boeing has had via whistle blowers.

Who was servicing the jet? That is who will bear the brunt of the blame.

Boeing has mitigation with the notices, known defect and length of time that this has been a known defect.

I think Boeing and UPS likely shoulders most of the responsibility probably. I agree that Boeing is somewhat covered if they documented the issues, but they also could be held responsible for not taking further action. 

If UPS knew about the Boeing issues and was still flying the planes, they will hold that responsibility. 

Regardless, multiple entities will likely be paying significant settlements to all involved.
