The out of state games count in formula so probably would be based on just those games.

Yes there’s definitely a formula for the out of state games so they will count in the RPI.  Now is that done fairly….

It isn't even difficult to find that information.  Maxpreps has it.  I'm fairly certain Calpreps has it.  May be others as well. 

RPI is a trash system, implemented in a trash way, and the KHSAA does, not, care.  If only we had an "adult in the room", eh Julian?
