If we go that route, shouldn't the blame be placed on Bill Clinton. He's the one who initiated the meeting with Lynch when he found out her plane was on the tarmac.

Here’s why she didn’t. - The Washington Post I personally don't think Comey would of listened to her if he felt strongly enough and Lynch had way more to lose by even making such an order. If she sends order out and Comey informs congress anyway she looks even worse. There are many parts of the investigation I have problems with Lynch over, but I find it hard to put any fault on her in this instance.
