Ball doesn't matter in this instance. Think about a fumble being picked up. The play does not stop because the ball is touching the ground in someones possession. It is only downed when a body part other than the hand or feet touch the ground.

Otherwise every snap on XP's, a lot of fumbles, and fielding punts or kicks that the ball stop rolling would all be down and non-returnable

He was not "down." Knee/elbow/wrist have to hit the ground before he is considered to be down.

Really" Southwestern is the third best team in Somerset.

 

I believe that Southwestern would defeat Somerset handily, but will agree on Pulaski Co. though.
