Sounds like the Transport officer will have some explaining to do. If "Rough Ride" is still a thing and that's what happened then someone will be trading blue for prison stripes. That is IF everything is as it looks SO FAR.

 

I'd think a city that size would have cameras watching the prisoners in the van.

I just don't understand how we can be ticketed for not wearing a seat belt but it is okay for police to put a suspect, who is handcuffed and can't do anything to support themselves, into the back of a paddy wagon and drive them all over town.

I guess this would be the way around it legally but I agree with you that they should be secured.

The new seat belt law requires rear seat vehicle passengers age 16 or older to wear a seat belt. Previously, only passengers under age 16 had to wear a seat belt when riding in the back seat of a vehicle.

The fine for a passenger age 16 or older in the rear seat of a motor vehicle without a seat belt is $83.

Remember, because all seating positions within a vehicle require the use of a seat belt, the number of passengers carried in a vehicle may not exceed the number of seat belts in that vehicle. You may not secure more than one passenger in a seat belt.

So Maryland school buses have seat belts? Didn't know that...list I saw only had a few states with school bus seat belts and Maryland wasn't one. But according to that law update you posted that would seem to be in violation of the law.

Baltimore has been hemorrhaging money for quite some time with police brutality suits. If you didn't know from The Wire, then you can look up the amounts they've paid out in suits and compare it to a city of their size and tell that there are some systematic problems (whether that's the conduct underlying the suits, the decision to pay out, whatever).

No I believe you, the version of the law that I saw didn't exempt school buses. Funny how so many states put more emphasis on prisoner safety than the safety of children.

It said that the school bus are exempt in part because of the design of the seat backs and the short distance between seats. They're supposed to be designed to protect passengers on a crash. Not saying I believe them but that's part off the reasoning.

It means she isn't a check chaser (like you'd said). I'd imagine she'd have probably rather not made the news for that.
