While I'm not an accountant at the moment, I'm an accounting major, my brother and father are CPA's, and my mother has an accounting degree. I may not know the answer to your question, but I easily can get an answer.

Ok...I got a document in the mail from the IRS today.

Department of Revenue

Internal Revenue Service

Fresno, CA 93888-0052

Says "You may be eligible for a refund of up to $------ (significant amount)

"Our records show that you may be eligible for the Earned Income Credit (EIC), but didn't claim it on your 2014 tax form. Depending on your earnings and eligibility, your benefit can be up to $-------.

Then asks me to fill out some information and submit for a possible refund.

Since it's a very significant amount, I thought it might be worth investigating. Can any of you help/advise?

Notice number? Was it Notice 797?

The IRS has sent out notices about the EITC.

Probably legit. Do NOT give any information on the phone or online.

I'd call the number and ask what you need to do. If they tell you that you need to fill out an official IRS form then you're probably good.

Normally the IRS modifies your return and taxes the EIC credit for you, and normally follows with a letter saying they changed your return. They dont ask you to do it.

Something makes me think this is bogus.

1. Why would a KY return get a notice from IRS in CA?

Something makes me think this is bogus, or some type of spam.

What we will do

We will review your worksheet and make a determination.

If you're eligible for the credit, we'll send you a refund check in 6 ― 8 weeks, as long as you don't owe tax or any other debts we’re required to collect.

If we deny the credit, we will send you a letter of explanation.

If you don't hear from us after 8 weeks, call our toll free line at 1-800-829-0922 to check the status.

Still seems odd to me that you would get a letter for a CA IRS office for a kentucky 1040 return, but maybe that is where they are processing EIC reviews now.

Wheres Watsui, maybe he can confirm.

I was just reading the qualifications for EIC. I assume this is because I claimed both of my underage children this year?

That would trigger it.
