Move on. They scored 3 points in the second half. If you do that in the playoffs then you don't deserve to advance.

Of the three teams with tied records, the procedure should be simple. Throw teams out and do this: 3 teams, A,B,C. Team B beat A and Team A beat C. Who is the top seed?

At the end of the day if the Cowboys had defeated the Redskins at home they'd have been the #1 seed wouldn't they? If you couldn't defeat the Redskins at home in 2014 you don't deserve the #1 seed.
