This would appear that they can issue the equipment to individuals that participate in a specific event at an off campus facility i.e.: camps at colleges, all star games etc. Therefore I know many kids and schools go to team camps at colleges and universities and based on this it appears that the school can issue them the equipment and they can participate in these as long as it is at an off campus facility.

 

I think part of the problem is the 2014-2015 Handbook and bylaws were done in an attempt to clean it up and make it easier to read and interpret and not repeat itself.

Issue gear to a "specific individual," means the whole team?

If I am not mistaken, aren't the by laws being quoted here the same ones you referenced in the McCracken County thread?

The current Bylaws are begin quoted above, but then compared to changes for the 2014-2015 time frame.

This is the loophole that needs closed so that these multiple team camps are eliminated.

I know several individuals go to the JR SR camps at UK, WKU etc and have to have equipment.

 

But as you have pointed out team camps are being attended. I am not sure that it will ever change because so my colleges have camps and they get into mutiple rules NCAA KHSAA and the 49 other states. I also believe that if KHSAA banned it then the number of recruits from KY would go down because other states allow it. Just noticing on Georgetown info that schools from TN, GA, AL and IN attended this camp in the past.

Who runs the "camps" these teams are attending? College coaches or the high school coach?

 

I struggle to see the issue. Is it the kids are using the equipment or that they're getting extra practice or both?
