What the White house said they did in the past was notify Congress of possibilities they never notified of an official offer.

People do things for this country and make things happen in the shadows....and they may or may not have "official" backing.......but The President or the United States government does not officially negotiate with terrorist.....or didn't.

This president is "unimpeachable" because Democrats control the Senate and the Republican leadership in the House is incompetent and scared to death to be accused of racism. No matter how many laws Obama fails to follow and enforce, he will server out his term as long as he remains vertical. Also, having Joe Biden as VP is a pretty good insurance policy against impeachment.
