As a site administrator, you certainly can approach anyone and remove them from the premises (coach, refs, parents, teachers, media). The administrator is in charge of the facility. Just like your own home. So even though an administrator cannot kick a person out of the game, they can remove them from the premises which, in essence, is removing them from the game. I have never seen it done to that extreme, but it can happen. Generally, administrators let refs ref, coaches coach, and they supervise. But I could see an instance where a coach was abusive to an athlete and an administrator would remove them.

I see the problem as not letting all 53 be active. If players have minor injuries give team a three week window to bring players to the active roster without exposing them to waivers.

Hard to really comment on the situation because I wasn't there. Site administrators can determine who can attend and stay. You were given a warning, at least. As with anything, some people are more tolerant than others. In 25 years as and administrator, I never threw anyone out, but I warned quite a few. Again, I wasn't there so I cannot speculate on whether it seemed fair or not. It appears you did the correct thing and just sucked it up and cooperated. Although, I imagine that was difficult if you felt it was unfair.
