The ills are already here! People are already gambling, and society is already suffering from those who are incapable of controlling themselves. Any bill expanding gambling in Kentucky would include provisions for greater funding for gambling anonymous and other such addiction-fighting programs. As it stands now, Kentuckians just fund Indiana's programs fighting gambling addiction, while realizing none of the benefits of those programs.

 

And on your final paragraph, I'm going to have to disagree with you (to a degree). By helping fund purse and breeder increases, slots at tracks would make it so there is no reason for horse owners and breeders to leave the state, and would severely weaken the efforts of states such as Indiana, Pennsylvania and West Virginia — not traditional thoroughbred hotbed areas — to keep the horse industry viable within their borders. It would help stitch up a gaping wound in our state, and chop the legs off the competition.

Because it wasn't a serious proposal. Or, if Mr. Williams was serious, it was in no way, shape or form realistic.

 

The two platforms of it were:

 

- Levy extra taxes on out-of-state wagers on Kentucky races

- Levy extra taxes on all lottery wagers

 

The problem in the first case is two-fold. A) It robs Peter to pay Paul, since purse money comes from the wagering pools, and B) it would likely cause out-of-state tracks to stop carrying simulcasts of Kentucky races (which also cuts into the amount of money going into the wagering pools).

 

In the second case, it's just unfeasible without cutting into the amounts paid out by the lottery and/or the amounts of lottery money going toward its intended destinations (primarily education). Plus, how would it be handled for multi-state wagers such as Powerball?
