Louisville vs. Northern KY: Where's the better football played?

Louisville obviously has the most talent. Northern Ky teams are pretty dominant in 1A & 2A, plus Highlands can compete for a title in any class other than 6A, but if all the teams were in one class, the teams from Louisville would make up about 13-15 spots in a top 20 ranking.

I think Highlands would be a serious factor in 6A in a lot of years...
