The girl I know celebrates her birthday every year. She could drive at "normal" age too, so I guess it's legally recognized every year.

I've actually celebrated her birthday multiple times in one weekend. I guess when you don't have an actual day, you can just celebrate it whenever.

I think if you're born on leap year they actually recognize your birthday on March 1st... Not positive though.
