Yes, and yes kinda, the snapped the ball to kick it and instead of kicking the holder just flipped it up over the line and the ball was picked off.

 

I have never seen anything like that. I figured that played would be blowed dead because he is on the ground to make the hold for the kicker.

The holder is allowed to come off the knee and make a play. It really isn't any different than a mishandled snap, etc. turning into a fire drill. What I'm not sure is if he can throw the ball while on a knee, which kind of seems like what happened here. One of our resident officials might have to chime in.

He did. He never moved from the ground and flipped it over.
