The government offers job coaching, welfare, etc., but all of these come with stipulations that may be counterproductive in the long run. Are there agencies that offer "life coaching"...listening to each individual, discuss their goals and needs, and help to coach and facilitate how they may meet their needs and their goals...as opposed to deciding how and what people should be doing with their lives?

Makes you wonder if it's something in the EKY water.

My home county usually makes most of these type lists, and is at the top of this one. We're always in the top 10 of poorest in the economical categories, too. I wish that could change but since the war on poverty movements of decades ago it seems to have stayed about the same, and as far as the drug problems it is worse.

Hate to say it, but that was my first guess for the explanation for the decline.
