I think the deputies are appointed by the sheriff. And Jim Schue's take is absolutely correct. Kidwell was is trying to pass himself off as a man with 18 years of law enforcement experience which would lead people to believe he was a police officer. A constable is far from a police officer.

At the leisure of the sheriff. I would agree that the position should not be affiliated with a particular political party, but that's KY politics. If Kidwell had run straight up against anyone, without an endorsement from the CC Republican party to start out, he gets no traction because of his lack of law enforcement exposure.

I'd say that's a pretty sad reflection on the voters of CC.

I think you are painting with a broad brush here. In Greenup County, we have, and have had, several very capable, well trained, and productive constables. One in particular, was a constable for 20 years, attended hundreds of hours of law enforcement training at DOCJT in Richmond and worked tirelessly to save the county thousands, probably millions of dollars in paper service.

 

I also have a friend in another county that is a constable, is trained, and works about 20 hours a week serving papers for the county so that the sheriff's office can focus on other tasks.

Some states require that only certified law enforcement officers may run and some require that on law enforcement officers with some supervisory experience may run. But many are like Kentucky and all it takes is the most votes.

Some smaller counties only have a handful of deputies and actually rely on Constables to assist by answering calls and backing up the short handed deputies.

I know that until 2002 or 03 none of the constables in this county were allowed to have "Police lights" on their cars. I've seen constables in other counties as well that only had yellow flashing lights on their vehicles, so I think the County Judge and Fiscal Court has some power over what they can and can not do.

In Nelson County, they slapped a massive six-figure bond in order to deter the yayhoos from playing policeman.
