Silently flipping the bird at an officer, while not very nice and considered "profane", is NOT illegal. How could it be? It's not illegal. Just like if I pull you over and no one is around, you can cuss me till you're blue in the face. Nothing I can do, but it'll hurt your chances of getting a courtesy notice

August 21, 201313 yr In KY it is illegal to make gestures or utterances in public that are intended to offend others and or disturb the public. The key to such an offense is that it must take place in a public place and others must be present to be offended. A peace officer though present is not considered to be a part of the public sect as he carries out his duty. He is expected, due to the nature of his employment, to be callus to such offensive behavior. So, as long as there is no one around to witness it, you are free to gesture, curse and otherwise offend an officer. You might keep in mind that there is no one there to witness it.:sneaky:

But am I the only one skeptical of an organization investigating themselves. Always believe there should be a 3rd party arbitrator. They could be completely right with findings. Just think it sits better. Now attack me.

In fact the majority of people arrested in a confrontational manner decry some form of abuse happened, in these cases many are trying to get something to bargain their own case with. A 3rd party arbitrator is involved in many but there are way to many frivolous complaints to have a 3rd party investigate every single one. Plus who pays for this new governmental agency? FWIW ask an officer from a department that have internal investigators and see what they think of them...they hate them. If they were just white washing everything don't think they would be held in as much contempt as they are. In Kentucky if there is an officer involved shooting, wreck or other serious complaint the KSP actually do most of those investigations, at least for departments that are too small to have an IA division.

You need to have someone knowledgeable in what they are auditing to understand it and know the correct procedures and standards.

I think an agency of lawyers and maybe former cops employed separate of any police agency .

FBI DOES not consider themselves Local Law Enforcement and Local Law Enforcement isn't always real fond of them either...they are about as separate for the local police as anyone could be.
