Question, what if someone had a van/wheelchair etc. and needed all that space to negotiate in and out of the vehicle?

 

I don't think there is any gray area with handicapped parking violations, I think you max them all out.

 

I cannot see any possible way that the scooter would've interfered with someone's ability to get in or out of a vehicle. It's parked in between the parking signs.

To add perspective maybe more photos are needed. In the two far spots it would cause someone in a wheelchair/motorized vehicle to run an end around to get inside Kroger. And I want to let some of members with more experience way in on how it could possible interfere.

 

Finally, I think it is a slippery slope CC, if you "we" allow that, what is next? UPS drivers in the spots for just a minute? Or ever worse, FedEx drivers!?

Kick it over into just one spot to leave three good ones. I figured if I kicked it hard enough it would land fully in one spot and if not I could drag it the rest of the way into a single spot.

I hear what you saying but I liken it to a thief only stealing from the rich because they can afford it and therefore it is somehow less wrong/bad. In other words, this is a violation, certainly not the worst one I have ever seen, but still a violation. Zero tolerance on this issue for me.

Some may not know this, so let me explain what the picture shows. This is a "van accessible" parking space. These spaces (which are usually very few, if they're present at all) are designed to allow a wheelchair ramp or a lift to come down and then let the person exit the ramp with enough room to avoid hitting the car next to them.

 

When I use a lift van, I need an amount of space slightly longer than the chair, just for the lift platform to land. Then, I need a little room -- at least a chair length or more -- to get off the lift and make the turn. I can't really cut it short because the lift platform has sidewalls for safety. If you're using a drop ramp, like on a minivan, you can get away with a bit less room, and sometimes you can cut it short off the end, but this is a "Level 5" maneuver, and kind of hard on the...um, shocks.

 

In any case, if I'm driving or riding in a van, a regular wheelchair spot will often be of no use, unless it's on one end or the other of a line of spots. Then, you're more than likely going to have to back in to use it. Regular handicapped parking spaces are for those with difficulty walking, or who can transfer in and out of a chair from a car. I'm sure everyone understands how difficult and frustrating it is for those with more severe disabilities, who are unable to transfer in and out and are forced to use large vans or minivans with lifts and ramps.

 

So to answer the question, "yes" this guys bike would be a BIG problem for someone who really needs that spot. Everyone's help is very much appreciated, believe me!

I, nor does any citizen, have access to registration information from vehicle license plates so publishing the owner information is not possible.

 

On the plates, I am torn on that one because I know there are several people on this site that do have access to the registration/ownership information and if its not visible it protects all of us from any blow back.

So if this person parks it in a normal slot people appear to be mad, on the sidewalk is no good and to put it in a handicap slot is really bad. Guess there is no place for a person thinking green to go? Scooters and bikes are simply put wherever they can find a spot. Not sure that is right but it is confusing for a user.

It's a vehicle. So it can be parked legally in a normal parking space.

Based on where the scooter is parked, I don't see how it could interfere with anyone entering or exiting the vehicle. I understand that handicap spots are designed for those that need more space, but the scooter is parked right on the line separating the parking spaces.
